It certainly pays to have some spares stored away in case any of the suspension files you are using end up getting damaged in some way.
You can often fit more suspension files than you think into a single filing cabinet as well. A lot depends on what you have inside each folder though; the more you fit in them, the more space they will take up as a result.

This would be a good thing because they provide a way to get started quickly and easily without having to look for suspension files at the same time. And quite often you cannot gauge how many files will fit inside a cabinet until you actually have it in your office.
